Stain And Seal in Goodwood lists $50 – $100 per m² to sand and refinish a deck. How a quote works in Colonel Light Gardens and Unley’s villa streets

  • Colonel Light Gardens: under the State Heritage Area’s Heritage Standards, repairs to verandahs, windows, doors and front fences can be development, so the approval question comes before the price.
  • Unley’s historic and character streets: street-facing changes are checked against the overlay in SAPPA before they’re quoted.
  • Mitcham hills blocks: say if the block slopes or backs onto bushland. A deck’s height and the bushfire overlay change both the approval and the materials.

Mitcham is mostly separate houses: 79.0% of occupied private dwellings at the 2021 Census, and 91.2% in Colonel Light Gardens. Unley’s mix is 59.0% separate houses and 23.1% flats or apartments.

Colonel Light Gardens: verandah, window, door and fence rules in the State Heritage Area

Colonel Light Gardens has been a State Heritage Area since 2000. The Department for Environment and Water describes it as the most complete and representative garden suburb in Australia, and the suburb holds most of the houses built under the 1920s Thousand Homes Scheme, to a Californian Bungalow design. Its homes were mostly built between 1921 and 1927, with face brick, stone or rendered walls, corrugated iron roofs and timber-framed doors and windows.

The State Heritage Area’s Heritage Standards (April 2021) treat many repairs as development, including roof and verandah repairs, window and door replacement, gable repairs and repairs to front fences for rot, subsidence, damp or corrosion. Work that is more than “minor in nature” needs development approval. Where it can be seen from the street:

  • Doors and windows: timber-framed doors and vertically proportioned timber-framed windows are acceptable. Aluminium frames, sliding doors and large or horizontal windows are not supported, and original windows and doors are to be kept in their original configuration and material.
  • Verandahs: “Verandahs are to remain unenclosed.” New posts can be square timber of at least 120 × 120 mm, or face-brick pillars; finials, cast-iron lace and decorative timber posts are not supported.
  • Front fences: low and open. On the main street frontage the standards accept open-style fences up to 1.2 m or solid fences up to 1 m, and the City of Mitcham says most fencing in the suburb is development that needs council approval.

Villas and bungalows in Unley, Parkside and Goodwood: the timber to repair

The City of Unley’s 2006 Heritage Research Study traces its houses through each stage of subdivision. Victorian villas of bluestone or sandstone have concave verandahs, timber-framed windows and four-panel doors. Edwardian homes brought bullnose verandahs, rock-face sandstone and Marseilles tiles, with timber windows often grouped. Inter-war bungalows make up a relatively large share of Unley’s houses, and timber joinery stayed characteristic.

The study says Unley was almost fully built by the mid-1920s, and that building all but stopped from 1942 to 1950 because of wartime material shortages. Jobs on homes of these ages include bullnose verandah posts, beams and fascia, sash windows, four-panel doors and floorboards. Whether a particular Unley street is in a Historic Area or Character Area Overlay is shown in SAPPA.

Decks and fences in the Mitcham hills and along Brownhill Creek

Blackwood grew with the railway from the early 1880s, and Glenalta, Lynton, Bellevue Heights, Pasadena and parts of Belair were subdivided in the 1950s, 1960s and 1970s, according to Mitcham’s 1995 heritage survey. For a high bushfire prone area, the City of Mitcham’s Bushfire Attack Level guidance (March 2021) says “All residential buildings including additions and Class 10a outbuildings and decks, within 6 metres of a dwelling” need the site’s BAL assessment with the building rules documents. SAPPA shows whether your block is in a bushfire overlay, and at what risk level.

Brownhill Creek flows through Unley’s early subdivisions, and both councils belong to the Brown Hill and Keswick Creeks Stormwater Board. Mitcham’s fences brochure leaves two kinds of fence off its list of fences that need no council approval: a fence in the Historic Area Overlay, and a fence other than chain mesh in a designated flood zone, subzone or overlay. Check your address before a new front or boundary fence is quoted.

Carpentry questions in Unley and Mitcham

Is Keswick covered on this page?

Partly. By an ABS 2021 boundary approximation, about a quarter of Keswick is in the City of Unley and three-quarters in West Torrens, which is on the western suburbs page.

Are Coromandel Valley and Leawood Gardens in Mitcham?

Both are split. By the same ABS approximation, about 27% of Coromandel Valley is in Mitcham, and the rest is in Onkaparinga, covered on the southern suburbs page. Leawood Gardens is about 57% Mitcham and 43% Burnside.

Who answers heritage questions about a Colonel Light Gardens house?

The Department for Environment and Water directs heritage questions to Heritage South Australia, and the Heritage Standards advise asking a Heritage SA officer before conservation repairs. The City of Mitcham, with Heritage SA, can confirm whether a job is minor.

What front fence suits an Unley villa or cottage?

Unley’s 2006 heritage study found that the earliest cottages had timber picket or paling fences, or corrugated iron with timber capping. Victorian villas often had masonry fences with cast iron, while smaller houses kept timber pickets. Check whether the house is in a Historic Area Overlay before a front fence is replaced.

When will the Brownhill Creek flood works be finished?

The Brown Hill and Keswick Creeks Stormwater Board says almost 4,000 properties in the inner southern and south-western suburbs would be flood-affected in a significant flood, and that its project would cut that to 63, with delivery due by 2036.
